As long as it's intended as a template, how about using title case for the state titles to (instead of all uppercase?):

<option value="AK" >Alabama</option>
<option value="AL" >Alaska</option>
..
..

Hi

If you're into sets, you'll love
http://labs.google.com/sets
it generates lists from a few items
e.g. Wisonsin & Wyoming

Just don't ask how it works !
