i realize that the average reader probably isn't going to shell out $100 for a coder, but Homesite (http://www.macromedia.com/software/homesite/) if you are interested in installing apache and php on your machine (as per http://www.roundridge.com/hs/apache-php-homesite04.php) is absolutely fabulous!

i sooo love being able to play with php without uploading over and over :)

I'm personally fond of UltraEdit's (shareware) customizeable highlighting and macro power. I've even purchased it. but I've recently found the (freeware) CodeGeniewhich is impressive! It includes configureable color-coding and word-completion, as well as allowing F1 language-help (with appropriate help file) it's also a WSH host, which means you can write macro-scripts in vb, js, or whatever ... (probably even perl, although I haven't tried).

Thanks for mentioning PHP Coder, I'll definitely take a look as I tend to miss syntax.

A couple of tools that have been really helpful to me are devshed.com, which has great tutorials on php, mysql, and all sorts of other open technologies, and the free version of NuSphere's PHPEd, another IDE which is very good (and includes MySQL admin tools).
Anyway, just my $.02. Good luck on the quest.
